Dr. Ebogo Mbezele Mesmey, MD, MPH, MIHCM
With 19 years of experience in Health program management in sub-Saharan African countries he has extensive experience in national-level advocacy skills, policy development, leadership, strategic development planning, resource mobilization, partnership, program management, monitoring and evaluation, and operational research. With ASAP, an IntraHealthASAP an IntraHealth International /USAID funded project as Regional Leadership and Governance Capacity Advisor, he is providing support to 22 NGOs in DRC, Cameroon and Cote d’Ivoire. Thus, over the past three years, he has collaboratedcollaborates with local stakeholder to strengthen local organization leadership and restructuring for global integrate access to health services. The appropriate utilization of financial resources and health education has been his pathway to promote women and youth leadership in non-traditional roles for using family planning services. With respect to gender,he promoted project women’s empowerment interventions which are contributing to the ultimate goal of gender equality and organizations promoting social inclusion in DRC, Cote d’Ivoire and Cameroon.
As international consultant for UNICEF and GFTAM in WCA countries with of high burden Family planning unmet need through revision of youth and girls one stop shop model (OSSM) of family planning service delivery at the community and facility level, innovative approach/policy has been promoted and successfully integrated as national program. In Niger and Burkina Faso with UNICEF, in collaboration with MOH, we successfully integrated new FP approach in the eMTCT plan to improve the safety, efficacy, and quality of family planning services; increase contraceptive options and ensure that clients are able to make informed choices
Prior to joining ICAP as Country Representative for Cameroon in June 2012, Dr. Ebogo served for five years as Senior PMTCT Program Manager at the Cameroon National AIDS Control Committee (NACC). In this position, he focused on result-based program management, data analysis, and quality control, service quality assurance for in-country Health programs. He has played a key leadership and strong partnership advocacy role to enhancing national systems for evidence-based decision-making for improving maternal neonatal child and adolescent health (MNCAH). Thus, his effort has improved the coordination platforms system and scale up employing innovative new approaches such as gender integration, integrated MNCAH& TB, malaria, nutrition, and HIV, Government Leadership, enroll adolescents and youth for facility-based and community-based efforts. He equally engaged the Private Sector and civil society organizations to ensure new approaches/policies are applied for ongoing RMNCAH, FP and HIV prevention programs in a context of low resources and advocate for local resources mobilization and sustainable plan development both at the level of the donor and beneficiaries. Through his collaborative communication approach, Dr. Ebogo led the development of multiple national policies and plans. He equally has ten years of experience in proposal writing for resource mobilization and CoAg/Grant management with Global Fund, CDC PEPFAR, USAID, UNICEF, Islamic Development Bank, and Africa Bank of Development.
Over six years with ICAP as Country Representative/Technical Director, he rolled out a cost-minimization strategic approach to fit into new business environment of limited resources for seven different US Gov funded projects in Cameroon (UTAP2, GTA, GNCBP, HSRA, SAVE, QICIP, CAMPHIA).
